By default, only the admin of the site can create/publish new courses on the site. If you want to allow non-admin users to create/publish courses on your site, you can use this add-on plugin.
The Multiple Instructors add-on for LearnDash allows users to create their own LearnDash courses on your site (and without having to use a WordPress multisite network).
